NSW Demolition Supervisor Program – 11 UOC (Licencing Related)

  • A Demolition Supervisor in New South Wales (NSW) plays a critical role in ensuring the safe and compliant execution of demolition projects. They are responsible for planning, coordinating, and overseeing demolition activities in accordance with the Work Health and Safety (WHS) Act 2011 and SafeWork NSW guidelines.

  • Hazardous Material Handling: Identify and manage the safe removal of asbestos, lead, and other hazardous substances in accordance with NSW asbestos regulations.
  • Incident Response & Emergency Planning: Develop emergency response procedures and ensure all workers are trained in first aid and evacuation protocols.
  • Regulatory Reporting & Documentation: Ensure all necessary notifications, permits, and reports are submitted to SafeWork NSW for notifiable demolition work.

Nationally Recognised Training – Units of Competency:

To be eligible for a Demolition Supervisor role and to apply for a demolition licence in NSW, individuals must successfully complete the following 11 units of competency from the Certificate III and Certificate IV in Demolition:

  1. CPCCWHS2001 – Apply WHS requirements, policies, and procedures in the construction industry (pre-requisite to CPCCDE3016).
  2. CPCCDE3016 – Identify hazards on demolition sites and apply risk management strategies
  3. CPCCDE3018 – Select and use small plant and equipment for demolition tasks
  4. CPCCDE3019 – Demolish small buildings and structures using hand tools and small plant equipment
  5. CPCCDE3020 – Select and use tools and equipment for hot work in the demolition industry
  6. CPCCDE3022 – Manage demolition recyclable and waste materials using load-shifting equipment
  7. CPCCBC4002 – Manage occupational health and safety in the building and construction workplace
  8. CPCCBC4012 – Read and interpret plans and specifications
  9. CPCCDE4001 – Plan and prepare for activities on demolition sites
  10. CPCCDE4002 – Plan and supervise demolition work to minimize environmental and public health and safety impact
  11. CPCCDE4003 – Supervise individual activities on demolition sites
  12. CPCCDE4004 – Finalize demolition activities and supervise property handover, is also recommended for comprehensive competency but is not mandatory.

Licensing Outcomes:

Upon successful completion of the above units, applicants can pursue the following licensing outcomes:

  • Demolition Licence (DE1): Allows the holder to demolish (or partially demolish) any building, structure, or installation that:
    • Is over 15 meters in height
    • Is a chemical installation
    • Involves a tower crane on-site
    • Involves a mobile crane with a rated capacity of more than 100 tonnes
    • Has structural components that are pre-tensioned or post-tensioned
    • Involves floor propping
    • Involves explosives
  • Restricted Demolition Licence (DE2): Permits the holder to demolish (or partially demolish) any building, structure, or installation that:
    • Is between 4 meters and 15 meters in height involving mechanical demolition such as using excavators, bulldozers, or cranes
    • Is between 10 meters and 15 meters in height and affects its structural integrity
    • Involves the use of load-shifting machinery on suspended floors

Course requirements

Mandatory Prerequisites:

General Construction Induction (current White Card UOC) – CPCCWHS1001

    • Unit Code: CPCCWHS1001 – Prepare to Work Safely in the Construction Industry
    • Requirement: All workers in the construction and demolition industries must hold a White Card, which demonstrates their knowledge of work health and safety (WHS) requirements.
    • Purpose: This card is a mandatory requirement for any worker entering a construction or demolition site in NSW and across Australia. It covers essential workplace safety principles, risk management, and legal responsibilities.
    • How to Obtain: The White Card can be obtained through a Registered Training Organisation (RTO) that offers nationally recognized training.

Competency in Using Demolition Equipment & Tools (Preferred but Not Mandatory)

    • Applicants with prior experience handling demolition equipment such as jackhammers, oxy-acetylene cutting tools, excavators, bulldozers, and cranes will have an advantage.
    • Some courses may require applicants to have prior training in plant operation or high-risk work licences (e.g., Crane Operation, Rigging, Scaffolding).

Understanding of WHS Regulations and Risk Management

      • A fundamental understanding of Work Health and Safety (WHS) laws, including Safe Work Method Statements (SWMS), Risk Assessments, and Personal Protective Equipment (PPE), is essential.
      • Candidates should be familiar with NSW Work Health and Safety Act 2011, WHS Regulations 2017, and Demolition Work Code of Practice.
Intended audience

Candidates with Industry Experience in Construction or Demolition Work

  • While not always explicitly required, our version of this program requires practical experience in demolition or construction-related work. Most applicants pursuing a Demolition Supervisor role will already have experience in roles such as:
        • Demolition Labourer - Experienced in Residentail & Commercial Projects
        • Demolition Machine Operator - Using Demolition on Suspended Slabs & on the Ground using grabs, hammer and shearing attachments.
        • Construction Projects with Demolition Exposure (managing subcontractors)
        • Leading Hand / Supervisor in Construction/Demolition Projects
      • This hands-on experience ensures familiarity with demolition tools, plant operation, safety protocols, and regulatory compliance.
  1. Physical Fitness ability to lift over 20kg repeditivly (if required)

    • Demolition work involves manual labor, heavy lifting, working at heights, and exposure to hazardous materials (e.g., asbestos, lead, silica dust).
