    Permits, notifications and authorisations

    Licences, notifications, approvals and work permits carry different authority. Each applies to particular activities, conditions and evidence.

    Types and limits of authority

    A licence establishes an authority within its stated class, holder and conditions. A notification tells an authority that specified work or an event is proposed or has occurred. An approval or consent establishes a decision under a particular process. A permit to work authorises defined site work under conditions. A certificate or inspection record provides evidence about a stated subject. These are different functions.

    A notification acknowledgement is not automatically a technical approval of the demolition method. A development consent does not establish that the contractor holds every required licence. A site permit does not replace a regulator notification. A certificate for one service does not establish the condition of another. Read the actual scope before relying on the document.

    The authority question is therefore specific: who may do what, where, when and under which conditions? A useful register should answer that question for the relevant activity. It should also identify outstanding applications, conditions and evidence required before the activity is released.

    A project may have a consent decision, a demolition notification and a hot-work permit. All three can be relevant while none supplies the structural design. The structural input remains a separate technical source. The required approvals depend on scope, location, substances, methods and affected infrastructure. None of these documents establishes an unrestricted release for the whole project.

    Relationships between project documentsThe sequence begins with reliable information: drawings, observations, engineering and hazardous-material findings. That information supports the demolition work plan and project risk reasoning. Relevant task controls and authorisations connect the plan to current work. Briefings communicate the arrangements. Verification checks that the arrangements work. A change or conflict sends the reasoning back to information and review; it is not resolved by repeating a signature.

    Drawings, site observations, engineering information and hazardous-material findings establish the information used for planning. The demolition work plan coordinates the project; task controls and relevant authorisations address the work being undertaken. Briefings communicate the current arrangements, while verification establishes whether those arrangements have been implemented and remain effective.

    A change or inconsistency requires the affected information and decisions to be reviewed. Documents must remain consistent with both one another and the physical conditions on site. A repeated signature cannot resolve a conflict between the plan and the work.

    Current requirements and notification triggers

    Requirements depend on the actual work, not just the project label. Demolition scope, structural involvement, plant use, hazardous materials, chemicals, public-road effects and other conditions may trigger different licensing, notification or approval processes. The register should identify the applicable trigger and the source used to determine it.

    SafeWork NSW requires licensed demolition work in NSW to be notified five calendar days before commencement. The listed notification categories and current licensing rules determine how that requirement applies to the actual work. Applicability and current details need checking before the start is scheduled; the word demolition alone does not establish the licensing or notification position.

    Older forms may refer to superseded legislation, thresholds or processes. The current NSW work health and safety legislation includes the Work Health and Safety Regulation 2025. A date printed on a company template is not evidence that its legal references have been checked. Use the current regulator source and relevant legislation, and record the review date.

    Where sources appear inconsistent, the discrepancy needs to be recorded and referred for the appropriate clarification. The interpretation that best suits the programme is not necessarily the applicable requirement. Work dependent on the unresolved question remains subject to that decision.

    Interpreting a control record

    A control record for a material-transfer area needs to identify the activity, location, revision and intended use. These details establish whether the document applies to the work. Its supporting information and unresolved assumptions are equally important: changing a heading does not make an unrelated record applicable.

    A hazard entry must explain the route to harm. Terms such as plant or debris identify a subject but not the exposure. The record needs to establish how movement or material could reach workers, visitors, neighbouring property or an environmental receptor. Deliveries and changing work areas can alter those pathways.

    The control entry distinguishes measures that are proposed from those already implemented. It identifies how each measure reduces exposure, who establishes and maintains it, and what technical information it depends on. Exclusion distances and load limits require the relevant site-specific basis; they cannot be derived from a generic form.

    Verification must address the condition being relied upon. A photograph may establish the location of a sign, but it cannot establish the capacity of a structural support. A signature may record acknowledgement without verifying the assumptions behind the arrangement.

    If a delivery blocks the planned route, the review must address the changed movement and exposure. The revised arrangement must be communicated and obsolete instructions withdrawn from use. Traffic arrangements, the demolition work plan, relevant safe work method statements, emergency access and briefings must remain consistent. A permit authorises a defined activity under specified conditions; it does not replace unrelated technical confirmations.

    Permit scope, conditions and closure

    A permit should identify the work and location, authorised people, relevant period, prerequisites, controls, linked records and status. It should make clear who issues it, who accepts responsibility for the work arrangements and who can suspend or close it under the site's system. The exact format depends on the permit's function.

    Read the prerequisites carefully. A hot-work permit may depend on specific fire and atmosphere arrangements. A confined-space permit has its own statutory and technical requirements. An isolation-related permit depends on the defined energy boundary. Writing see attached is not useful if the attachment is missing, superseded or covers a different area.

    A permit's duration is not a guarantee that conditions cannot change during that period. A new activity, altered service, weather change or loss of a control can require suspension and review. Restart should follow the applicable authorised process; it is not achieved by changing the date on the old form.

    A permit identifies a room but the work party is redirected to an adjoining area. The tool and people may be unchanged, yet the location-specific conditions are different. The supervisor should recognise the mismatch before work moves. The authorisation remains limited to the work and conditions it identifies.

    A register is an index and management aid. It can show which documents are required, their identifiers, responsible people, status, dates, conditions and linked evidence. The register entry does not replace the underlying document. Marking a row approved without a traceable decision creates an appearance of authority rather than evidence.

    Use status words precisely. Required means an obligation has been identified. Submitted means information has been sent. Acknowledged means receipt has been recognised. Issued or approved means a relevant decision exists within its scope. Active means the arrangement is currently in force under its conditions. Closed means the specified closure process is complete. Not every system uses these exact labels, but the distinctions should remain clear.

    Dates also have different meanings: application, receipt, issue, commencement, expiry and closure. A programme that uses the application date as if it were the release date can start dependent work too early. The required lead time and any conditions should be linked to the actual activity.

    A register may list a service isolation as complete while its attached record covers only a retained tenancy. The index and evidence conflict. Resolve the scope mismatch rather than trusting the more convenient label. Preserve the correction history, especially where a later decision changes what work can proceed. This makes the register useful to a replacement supervisor who needs to understand the current authority without knowing the project's informal conversations.

    Release conditions and separate obligations

    Before dependent work proceeds, the relevant people need to understand which authority applies, which conditions are met and what remains excluded. A release decision should be tied to the activity, area, current documents and continuing controls. It is not a declaration that every aspect of the project has been approved.

    Some permissions address different legal systems. For example, groundwater licence exemptions do not automatically remove other water approvals or discharge requirements. Asbestos-related permissions do not replace waste-destination controls. Road-related arrangements do not establish structural safety. These examples show why a register should preserve separate obligations instead of combining them into a single permits complete milestone.

    Changes to scope or conditions may require revised applications, notifications or authorisations. The responsible person must determine the current requirement through the relevant process. A contractor's verbal agreement to a change does not establish the regulator's position or the client's commercial approval.

    Responding to changed conditionsChanged conditions lead to protection of people and a stop to affected work, review by responsible people, verification of revised controls, communication and continued monitoring. Unresolved conditions prevent affected work from resuming.

    A changed condition can invalidate the assumptions supporting a work stage. Protecting people and stopping affected work limits further exposure while the responsible people review the change. Revised controls require the appropriate technical input, verification and authorisation before affected work resumes.

    The revised arrangement must reach everyone whose work depends on it. Monitoring then establishes whether it remains effective. An unresolved condition is not cleared by the continued existence of an earlier plan. Emergency response follows the site's emergency arrangements and the authority responsible for the incident.
